[Computer-go] Using 9x9 policy on 13x13 and 19x19

I found a bug...

In 9_i50_F64L11_p.prototxt, "policy head",

   name: "conv_1x1_2_policy"
     num_output: 2

should be

   name: "conv_1x1_1_policy"
     num_output: 1
