[Computer-go] June KGS bot tournament: 9x9 boards

The June KGS bot tournament will be held on Sunday June 3rd, starting at
08:00 UTC and finishing at 16:00.

It will be a 24-round Swiss with 9x9 boards and 9 minutes each plus
fast Canadian overtime. It will use Chinese rules with 7 points komi.

Note that this non-standard komi allows jigo as a possible result.  If 
your bot does not understand this, it will be likely to draw games that 
it could have won, or to lose games that it could have drawn.

The winner of this tournament will win an opportunity to play a
demonstration 9x9 game against a strong player at the European Go
