Considering the source, my guess is that it's none of:
     International Chewing Gum Association
     Islamic Center of Greater Austin
     Informed Comment:  Global Affairs
     Idaho Career Guidance Association
     Iowa Corn Growers Association
     Independent Craft Galleries Association

I've narrowed it down to two likely candidates:
     International Conference on Genetic Algorithms
or:
     International Computer Games Association
the latter being the very first hit, if one Googles (and I know I do!)
for ICGA (doing which took a lot less time than composing a reply).
