Thanks! I've the same CPU and just discovered mine is running at 1.6Ghz

But ubuntu default kernel does not seem to have the "scaling_setspeed".
I don't remember a bios setting but will check again.
To the original poster, I found mogo is a good way to test the 4 CPUs as
I could control how many threads to give it. It was considerably quicker
with 4 threads (even at 1.6Ghz as it now turns out!) than my celeron 2.8
Ghz. Also I read some CPU reviews and benchmarks before ordering this
and it was getting very good results on software designed to use 4+
threads. So I don't think you've bought a dud.
