That may be a bit too lax. A bot that thinks for 5 seconds before passing
could delay all bots on the server. I'd favor something in the same spirit
that limits such effects. For example, increasing the quarter second
discount to a half second may be enough.
At what point do we stop trying to help the bots and just say that it's
their responsibility. I don't believe other servers will be as tolerant as
CGOS. I probably went overboard with my time management, but I collect
statistical descriptions of lag and set 4 sigma confidence bounds to avoid
loss on time. In the previous KGS tournament spectators were nervous about
HouseBot leaving only 6 seconds left in *late* endgame.
