That's actually the way Ing-rules work. White passes the first N moves.
There is one side effect that we have to keep in mind: passing on the
first move, but keeping the komi at 7.5 (for server's simplicity):
When a 1H-bot (= 1 pass) plays black it gives effectively 2 stones.
When a 1H-bot plays white is gives 1 stone.
Ie. the effective handicap is 1.5 stones on average.
But I don't think it's a problem. People just have to remember that
2 passes means a handicap of 2.5 when comparing results of
eg. CS and CS-2H.
May be we should call them 2P (2 pass) bots instead of 2H bots :-)
