At 08:00 GMT (=UTC, =Zulu time).  I think that this is 01:00 in 
California, but I am not sure how daylight saving applies there.

The page http://www.gokgs.com/tournInfo.jsp?id=324 allows me to specify 
my time zone as "Pacific Standard Time (Los Angeles)", and then says 
that it is using "PDT" and that the tournament starts at 01:00.  (I find 
it odd, and confusing, that the default timezone for that page is GMT, 
but when I tell it to use GMT, it uses BST instead.)
