[computer-go] CGOS 19 down *think*

I just wrote a script to monitor the 9x9 server.    It sends me an email
if  there if is no activity after 15 minutes.     I already have 2 other
scripts which kill and restart the server - if this script proves
reliable I will incorporate the others.

This is just a stopgap kludge until we fix it right.
