[computer-go] 19x19 CGOS

Hi,

I did not know 19x19 CGOS is available now.

I ran cgos3.exe without any arguments, but it did not show any message
on Windows2000 and 2000 server.
How to use this cgos3.exe?
I have ran my program AyaBot by using cgos3.tcl and tclkit.exe (8.4.12)

with following bat file.

And I modified cgos3.tcl as follows.
