[computer-go] CGOS viewer update

I just updated the viewer again to version 0.31

I will not longer announce client updates unless
they address a serious bug or problem or amazing
new functionality   Instead, I will give the 
latest version number on the CGOS webpage.

In this case, there is probably no need to upgrade.   
The only difference is that it can take 1 or 2 optional
arguments, the name of a server and a port number.

This is to aid those behind a firewall and was
done by request.

   cgosview ServerName PortNumber

Of course if you leave the arguments off it
defaults to cgos.boardspace.net 6867
