There is an official decision of the EU-commission that Microsoft has
misused its market-power to the disadvantage of other competitors and also
end users. Microsoft has denied this and there is at the moment a legal case
running at the European court. I think this is the correct level to deal
with monopolistic behaviour.
They only problem is, that political institutions do not usually work in the
interest of common people. They have no lobby in Brussels or in Washington,
do not pay the election campaign and they make no advertisment in
mass-media. The EU-commission was mainly concerned with monopolistic
behaviour against other companies.
I buy my computer when a super-market-chain has some special offers (usually
they are selling food, but every 2 months they sell a batch of computers.
Usually they are sold out in half an hour).
Windows is preinstalled and even if someone does not want it, he has to pay
Microsoft royalties. But its to the advantage of most users who do not want
to bother around with installing Linux. There is some economic logic behind
this. It would not pay to offer 2 different PCs. The free market world is
sometimes not so free at all.

There are many many things I don't like about Microsoft and its products
and policies. But I still think the world is a better place for its
existence. Even if I thought otherwise, this would not justify stealing
from it.
