[computer-go] SlugGo and September KGS online Go Tournament

Hello All,

Sorry for my late reply, but I have been having computer problems,
and fixing them is still in progress.

While this is a tourney in which SlugGo might shine, we have not
made any changes that would matter on a 19x19 board, so we feel
that either GNU Go or another GNU Go derivative program should
get the Formal Division spot this time.

We are working steadily to be ready for the next 9x9 tournament.
