[computer-go] A new pairing system idea for CGOS

This isn't complicated, it's very simple.  I'm an expert in pairing
swiss tournaments, I used to be a tournament director in the days where
you had to do it manually.   And the Swiss system has a guarantee of
fairness.  

With a properly paired Swiss, you continually get paired with players
who have the same score as you.   The top 2 players meet in the last
round if they both are the top scoring players.   

And games are not rated when there is a bye, this only affects the
actual pairings.

The Swiss mechanism won't be visible, it will happen behind the scenes
and would be used as a pairing device only.    All you would see is
opponent getting paired from round to round in a fair way.
