[computer-go] Komi for 9x9 computers

I rather enjoy the fact that each game will be decisive when
using a komi with a fraction.
It does seem likely that 7.0 would be closer to 50/50, but that
is still a guess, it's possible that 7.0 is too far in the
other direction! I would be curious to see what 6.5 komi
does too.
But I think I will keep the extra half point in the komi.
It does make some things easier, like reporting results
and pairing tournaments, etc.
